On October 05, Pramod Sawant, Chief minister of Goa, launched an online portal, Dishtavo, for higher education to provide comprehensive and virtual education. The Minister further claimed that Goa would be the first state to provide such a framework for the students to continue their higher education.

The Goa Government is also organizing to furnish another online facility, e-mitra, for students who do not get network. In such cases, these students will be paired with students who do so that their education can continue through 'Dishtavo' which stands for Digital Integrated System for Holistic Teaching and Virtual Orientation. The DISHTAVO content will be available to access all the time.

Approx. 3500 videos have been recorded out of which 1000 have been uploaded on the channel. The aim is to complete the uploading of 20,000 videos by the completion of the channel's year. The videos can also be downloaded and/ or uploaded later in case students face the problem of slow connection. Study Materials and Reference Books will also be made available to the students on the channel. A video script will also be available to explain what is needed to complete and what's expected.

According to the recent survey of Goa University, the major hindrance to online education is the slow network connection in the remote areas of the state, especially in rural areas.

Mr. Sawant, while inaugurating, further mentioned that Goa is also the first state to impart online training to its educators as they are considered the permanent infrastructure for students. He further added, "I like the e-mitra concept of DHE which will help students study online", while reporting that the Directorate of Higher Education has been approached by many people to set up channels that would have cost crores of rupees instead the DHE has accomplished it mere thousands.
