Corona has hit everyone very badly, be it health-wise or job-wise, businesses are falling apart, people are sent away from jobs, largescale downsizing and lowering of monthly salary have stressed out millions of people. Although this might be a very difficult time, prisoners and their families have faced something very similar over the years. While prisoners may be spending their time in jail for breaking the law, their families might be suffering more, in their own houses scraping for morsels of food and money.

Most of the time, breadwinners of the family are put into prison, leaving their families deprived of food and money. In India, the members of the family are often refused to work due to this very reason. Children are unable to finish their education and instead are forced to find small jobs they can get, to try and support the family.

The Kerala Government led under Pinarayi Vijayan swooped in with a great move at just the right time. They have set up a fund to financially support the education of children of jail inmates. Around 20 lakhs have been set apart for this spectacular move, which is being welcomed by many. K.K Shailaja, Health and Social Welfare Minister of Kerala, remarked, "When the breadwinners of the family are in jail, the education of innocent children has stopped abruptly. The government is implementing the project to ensure that their studies are not hampered".

Distribution Of Money

  • Out of Rs. 20 lakh, Rs. 15 lakh has been laid out for the provision of their basic education (1st to 10th or 2nd PU).

  • Rs. 05 lakh is devoted to their professional studies (degree colleges and above).

  • Reports have found that children below five years and those studying from 1st to 5th grade will get Rs. 300 each per month, those studying from 06th to 10th grade will receive Rs. 500.

  • Those in higher secondary are to receive Rs. 750; students pursuing a degree, higher studies, and other professional courses are eligible to receive Rs. 1000 each per month.

This scheme falls under the education department which forms a part of probation services that is executed through the State Social Justice Department with a motive to bring these children to a higher level and try to inculcate a vast set of opportunities in society so that they can excel. Under this particular scheme, the main beneficiaries are children of women prisoners and those belonging to families headed by women in the absence of male members. For the scheme of assistance for pursuing professional courses, they include the children of prisoners who are serving life or death sentences.

How Safely Will The Money Be Distributed?

Sources have claimed that this assistance will be provided by the government, paid out through jail superintendents, and approved by the Director of Social Justice. This amount is to be directly transferred into the bank accounts of the deserved beneficiaries after cross-checking to prevent any malpractice or misuse of the provided money. Since the fee structure for different courses and the cost of living in different places vary, Rs. 01 lakh is allowed maximum for each student. Children that fall under the Below Poverty Line (BPL) category are eligible for these benefits. However, this financial assistance can also be provided to children whose relatives or guardians are liable to protect them fall in the Above Poverty Line (APL) category, if and only if both the parents are in jail.

According to recent reports, it is found that over 6,000 prisoners are lodged in around 54 jails, including 03 central jails in the southern state itself.
