Dramatic Decline In Govt Job Selection In Last Five Years

SSC, UPSC, Banking and Railways — In the last five years, government work selection has dropped dramatically.
This year, the Modi government has promoted 10% fewer civil service officers, which has been repeated in SSC, finance, and railway recruiting.
New Delhi: Following a pattern of selecting relatively fewer government officials every year, the (UPSC) Union Public Service Commission published 712 vacancies for all of its coveted (CSE) Civil Service Examination last week, up from 796 and last year drop from over 10%.
Through a nationwide shortfall of IPS and IAS police, the state has steadily decreased the number of employees recruited by UPSC per year.
After 2014, whenever the UPSC reported 1,364 positions, the vacancy advertised through the agency has decreased by 47.8% in 2020.
The panel has also been hiring fewer applicants in general, not just for top civil service positions.
As per the government's approach throughout the Lok Sabha in the year, the overall number of applicants also hired by UPSC decreased by 6,103 during 2016-17 & 4,498 in 2019-2020 of nearly 30%.
The UPSC also administers several other examinations, such as the Engineering Consulting Test, the Combined Health Services Assessment, the Unified National Defence Assessment, the International Security Academy Assessment, and the Central Reserve Police Units Assessment, among many others.
According to the (DoPT) Training sources and Department of Personnel, corps administration is a significant factor in determining the percentage of vacancies and recruitments and for any operation.
"Even when there can seem to be severe deficiencies in public offices, the majority of such vacancies are now at the entry-level positions," according to the DOPT representative.
"The govt has to consider all the career development opportunities of the students it hires and also leave the space for special advancement. As a result, there is indeed a downward tendency. It's most of the govt's plan for managing cadres."
Although the UPSC has been the most prominent of the country's procurement institutions, many bodies such as the Railway Recruitment Board, (SSC) Selection Staff Commission, and Ministry of Posts have been accepting very few applicants for national government postings every year from 2016-17.
The Staff Selection Commission recruitment has declined.
As per govt statistics, the Staff Selection Commission always has seen the rockiest decline in recruiting.
And although SSC hired 68,880 applicants for both the national government in 2016-17, the percentage drops to just 2,106 in the year of 2020 - 2021, a ninety percent drop.
The whole figure became 14,691 throughout the financial year 2020-2021. The recruiting numbers for 2017-2019 & 2018-19 were 46,591 & 15,759 respectively.
Then SSC is the govt of India's recruiting authority. Also, it is responsible for filling Category (non-gazetted) "B" and (non-technical) Group "C" positions throughout the govt. The committee, which was established in 1975, is now in charge of hiring the majority of govt employees throughout the Class III & Class V grades.
Current DoPT Minister Satyanand Mishra explained the drop by saying it was due to an administrative error.
"When the SSC was first established, it will only employ applicants for the bottom and top divisions clerk roles in the state governments," he explained. "However, across times, all national government organizations subcontracted their lower-level workers training to SSC. And there was a period between 2010-2011 whenever the SSC was hiring lakhs of people every year."
"However, SSC has now ceased hiring for a number of govt departments. It's why the job openings and recruiting have dropped so dramatically," Mishra said accordingly related to this significant matter.
The cause for the steep decline in SSC recruiting is the repeated suspension of exams due to leaks and pending court proceedings, according to a third DoPT representative who spoke on the anonymity's condition.
"Several court proceedings concerning the SSC are pending, that has affected recruiting efforts," the officer said. "However, with both the establishment of the National Recruiting Agency throughout the upcoming months, the selection procedure will be streamlined."
A Rajya Sabha committee chastised the SSC last year after a damning report for canceling tests owing to leaks, which said it was "causing unnecessary anguish to test takers and wastefulness of money besides halting the recruiting process."
The Parliamentary National Council on Resources, Public Grievances, Regulation, and Equality also observed that the numbers of cases brought towards SSC have risen in recent times, with up to 2,123 legal proceedings wherein SSC is involved.
Finally, we can only state that the government is in need to work on this situation. If continuously the graph goes down then it will lead to an extreme loss to the nation.
