UPSC to Hire Experts from the Private Sector for 12 Govt Departments, Ministries
The official informed that the Department of Personnel and Training (DoPT) asked the Union Public Service Commission (UPSC) to recruit experts via the lateral entry approach for twelve departments and ministries. Lateral entry refers to appointing private-sector specialists in various government departments.

According to an official, on Tuesday, the Government of India declared to hire specialists from the private sector, on a contractual basis, for posts such as directors, deputy secretaries, and joint secretaries in different departments.
The official informed that the Department of Personnel and Training (DoPT) asked the Union Public Service Commission (UPSC) to recruit experts via the lateral entry approach for twelve departments and ministries. Lateral entry refers to appointing private-sector specialists in various government departments.
Now, the procedure for lateral entry recruitment for the third time by this government will be started from May 20, 2023, onward.
Usually, the joint secretaries, directors, and deputy secretaries posts are managed by officers of all-India and Group A services, among others. The proposed recruitment drive will be accomplished for the Department of Agriculture & Farmers Welfare under the Ministry of Agriculture & Farmers Welfare, Department of Chemicals & Petrochemicals under the Ministry of Chemicals & Fertilizers, Food & Public Distribution, and the Ministry of Heavy Industries, Ministry of Civil Aviation, Ministry of Corporate Affairs, Department of Food & Public Distribution in Ministry of Consumer Affairs.
Select posts in the Department of Higher Education, Ministry of Housing and Urban Affairs, Department of Promotion of Industry & Internal Trade, Ministry of Education, Department of Legal Affairs under the Ministry of Law & Justice, Ministry of Commerce & Industry, Ministry of Chemicals & Fertilizers and Department of School Education & Literacy, Department of Pharmaceutical, Ministry of Education will also be filled through this lateral recruitment drive, the official said.
He said that UPSC would upload a detailed advertisement and instructions on the official website on May 20, 2023. He added that interested individuals can register from May 20 to June 19, 2023.
Candidates will get short-listed for interviews based on the information provided in their online application.
In June 2018, the Personnel Ministry invited applications for 10 joint secretary-rank posts via lateral entry mode for the first time. UPSC did the recruitment process for these posts.
In October 2021, the Commission suggested 31 candidates for the appointment as joint secretaries (3), directors (19), and deputy secretaries (9) in various central government departments.
