The University Grants Commission (UGC) issued a cautionary advisory directed at Indian students contemplating courses offered by foreign universities lacking recognition by the commission. Under the UGC Act, 1956 (amended), the UGC highlighted the University Grants Commission (Academic Collaboration between Indian and Foreign Higher Education Institutions to offer Twinning Programme, Joint Degree, Dual Degree Programmes) Regulations, 2022, and University Grants Commission (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023.



The advisory distinctly asserts that any foreign higher education institution offering programmes in India must obtain prior approval from the UGC. It urges students and stakeholders to be wary of enrolling in programmes that do not comply with these stipulations, ensuring their adherence to recognized and regulated academic pursuits.



Additionally, the UGC raised concerns about EdTech platforms promoting degree and diploma programmes online, seemingly in collaboration with foreign universities or institutions. According to the UGC, these partnerships do not align with permissible guidelines. UGC clearly states that such franchise arrangements are impermissible, and any programme or degree offered through such associations will lack UGC recognition.



The UGC emphasizes its intention to take action against non-compliant EdTech companies and higher educational institutions under applicable laws, rules, and regulations. This proactive measure aims to protect the educational interests of Indian students and maintain the credibility and validity of recognized educational programmes in the country.
