The Government of Canada is acting on a strategy to enhance the opportunities for temporary residents to shift into permanent residence for international students. Sean Fraser, Immigration Minister, has released a strategy in this regard which focuses on coupling immigration programmes to skills gaps in the economy of Canada.



Earlier this year, a successful motion was filed by a Liberal Member of Parliament Randeep Sarai asking the government to formulate a plan to improve immigration pathways. This strategy coincides with the govt’s announcement regarding the highest ever immigration targets for Canada i.e. 431,645 PRs in 2022, 447,055 PRs in 2023, and 451,000 PRs in 2024.



Reforms for Express Entry:



The Canadian Govt aims to reform the Express Entry system. Under this system, international students can apply for permanent residency in the country. The Express Entry system consists of immigration streams like the Federal Skilled Trades Program, the Federal Skilled Worker Program, and the Canadian Experience Class. The Reforms will include 'increasing flexibility in immigration selection tools' with an objective to:





  • “Respond to labour market needs and regional economic priorities;




  • Increase Francophone immigration by selecting more candidates with specific attributes, such as in-Canada experience.”





Moreover, there is to be a ranking review system underlying Express Entry – “particularly points awarded for Canadian work experience and education, language proficiency, and a job offer.”



Work Permits For Family:



While formulating this strategy, the govt is also considering the allocation of work permits to the family members of international students who possess PG Work Permits and foreign workers. These work permits will be valid for the duration of a minimum of 06 months and would 'respond to the family reunification mandate priority and provide an additional source of labour for Canada'.
