According to the Spanish daily El Pais, the proposed University System Law would allow all foreign graduates to remain in the nation after graduation without needing to get a new visa. According to the article, the period of time might be extended to two years, although this is still under consideration.



According to Universities Minister Joan Subirats, "We have to find methods to maintain the talent that we have taught so they may keep their residency status and hunt for jobs for two years." According to Subirats, if the proposed law is passed, foreign students studying at Spanish institutions won't need to apply for residence permits on an annual basis; instead, these licenses would be valid for the duration of their studies.



The SEPIE director, Alfonso Gentil, told The PIE that he thinks "the impact will be extremely favourable for the increase of the entry of international students." SEPIE is responsible for overseeing the internationalisation of education in Spain. In 2019, some 125,000 foreigners, including those on exchange under the Erasmus+ programme of the EU, attended colleges in Spain.



Spain provides 6% of the 8,788 programmes offered in the EU and EEA, less than Ireland, the Netherlands, Germany, and France, according to StudyPortals statistics. The course comparison website discovered that over the past 12 months, potential foreign students have grown more interested in Europe generally, but that some nations in the area have experienced higher levels of demand, with Italy seeing a 45 per cent spike in traffic compared to Spain's 18%.
