To address the escalating concerns surrounding unregulated private coaching centers, the Central Government has introduced a comprehensive set of guidelines designed to provide a legal framework for their oversight. Aimed at curbing the unrestrained growth of these institutions, the model guidelines have been crafted for state-level implementation across India.
Key Provisions of the 2024 Coaching Center Regulation Guidelines:
- Age Restrictions: The guidelines propose a prohibition on enrolling students below 16 years old in coaching centers, underlining the importance of age-appropriate learning environments.
- Educator Qualifications: A pivotal aspect of the guidelines is the recommendation to disallow tutors with qualifications below the graduation level from teaching in coaching institutes, ensuring a higher standard of education.
- Addressing Unchecked Growth: Recognizing the surge in unregulated coaching centers and their associated malpractices, the document stresses the need for stringent policies. Instances of exorbitant fees, student suicides, and safety hazards are highlighted as major concerns.

- School Hour Restrictions: For students still enrolled in school, coaching classes are restricted during school hours to ensure their regular attendance and academic engagement.
- Transparent Information Sharing: Coaching centers are mandated to maintain up-to-date websites containing essential information, including tutor qualifications, course details, duration, hostel facilities, and fee structures. An easy exit policy and clear fee refund processes must also be prominently displayed.
In unveiling these guidelines, the Central Government aims to instill a more accountable and student-centric approach within the coaching center landscape, fostering an environment conducive to both academic excellence and the holistic development of students.
