On the last day of the budget session, the bill was passed by voice vote. Chief Minister Sukhvinder Singh Sukhu hailed it as landmark legislation.

The Chief Minister has said the legislature will provide care and lodging for 6,000 orphaned children, and Rs 101 crore has been allocated for this purpose.

In addition, the government will pay for their higher education and provide them with Rs 4,000 in pocket money each month until they reach the age of 27.

Although the opposition BJP claims that the Central government already has a similar scheme, CM Sukhu emphasized that Himachal Pradesh is the first state in the country to have such a provision.
