Commending the Assam government on its Strict Action against Child Marriage, KSCF Suggested a New Scheme for Helping victims of Child Marriage

Kailash Satyarthi Children’s Foundation- established by Nobel Peace Laureate Kailash Satyarthi, has welcomed the action taken by the Assam government to stop child marriages in the state. The movement by the state government is the first ever strict measure by any government in the country to save children by using the laws of the land in both letter and spirit.



Kailash Satyarthi Children’s Foundation has also requested the state government to deliver special economic assistance, legal support, and complete rehabilitation to the victim. The Foundation has pleaded for a new scheme to help the victims.




  • The new initiative includes the immediate release of Rs.2,000 every month from the CM's Relief Fund as financial assistance to every girl whose husband has been arrested until he gets released.

  • Secondly, State & District Legal Service Authority should give interim compensation within a week to all women/girls where the Police have invoked sections under the POCSO Protection of Children from Sexual Offences Act, 2012, along with the Prohibition of Child Marriage Act (PCMA), 2006.

  • Thirdly, girls must be assisted if they wish to declare their marriage invalid and void.

  • Lastly, help should be given to children born out of child marriage privileged to support under the Juvenile Justice (Care and Protection of Children) Act.





Complimenting the strict step by the Assam government, Managing Director of KSCF, Rear Admiral Rahul Kumar Shrawat AVSM, Retd, stated that our organisation values the action by the Assam government to stop and penalize child marriages in the state. The initiative by the state government is the first stringent step by any state government in India to protect children. We also request the state government to peek at the human factor involved in this situation. As young girls are victims of child marriage, the Assam government must consider our proposal compassionately to deliver quick rehabilitation and compensation to the victims to ease their pain.



Besides these, the Foundation also extended assistance to the state government, including spreading awareness in all communities, rehabilitation of child victims, legal help, and help to children who have experienced sexual abuse and are victims under the POCSO- Prevention of Children from Sexual Offences Act.



The initiative by the Assam government is under the clarion call of Nobel Peace Laureate Kailash Satyarthi, who established the world’s biggest-ever grassroots-level nationwide campaign against child marriage on October 16, 2022. The campaign noticed the participation of 20 million people across the nation and was led by around 75,000 children and women in more than 10,000 villages.



KSCF was also one of the top organisations that joined the campaign with other civil society organisations following the clarion call of Nobel Peace Laureate Kailash Satyarthi. Assam remained one of our priority states during the campaign. It is a positive sign that the state government has initiated strict steps to punish perpetrators of offenses against children a few weeks after the nationwide campaign.
