New framework to Address Mental Health and Discrimination in Universities

The union education and skill development minister Dharmendra Pradhan has asked officials- the ministry, CBSE, AICTE, and UGC to set up an effective grievance redressal system to manage mental health, social well-being of students, and bias in universities while chairing a review meeting today.



The ministry is preparing a comprehensive framework of operational guidelines, covering holistically from school to higher educational institutes to address the mental and emotional well-being of the students.



The framework aims to institutionalise safeguards and mechanisms in order to provide comprehensive protection to students from any danger or assault, be it physical, cultural, social, discriminatory, or linguistic, and generating psychological distress directing to self-harming and self-destructive inclinations among students.



The framework, a notification issued in this regard said, will contain




  • Creating an inclusive, integrative, and non-discriminatory environment

  • Incorporating team activities within the curricular exercises

  • Effective and speedy grievance redress mechanism

  • Sensitizing and capacity-building programmes for faculty members

  • Interactive communities

  • Orientation, counseling, and hand-holding mechanisms

  • Early detection mechanisms for immediate intervention

  • Promoting close-knit student faculty

  • Physical fitness provisions and programmes

  • Emphasis on nutrition

  • Personal involvement

  • Monitoring by the Heads of the Institutions, faculty, and parents.



Ministry of Education has adopted different steps from time to time to reduce academic stress. These include peer-assisted learning, technical education introduction in regional languages, the manodarpan initiative in order to deliver psychological support to students, guidelines on prevention, detection, and restoring measures for mental health-related problems, etc.



While emphasizing various subjects, including gender equality, academic ease of pressure, caste sensitivity, and a robust counselling system, the meeting concentrated on students' mental wellness and zero tolerance towards discrimination in educational institutions across the nation.



Minister Pradhan has also asked to invite recommendations from all the stakeholders via online mediums. He said the ministry of education is dedicated to ensuring the psychological, physical, and emotional well-being of the students.
