Tezpur University was established by Parliament in 1994. According to the statutes, the objectives of this Central University are to offer employment-oriented and interdisciplinary courses to meet the local and regional aspirations and development needs of Assam, while offering courses and promoting research in areas of special and direct relevance to the region and in emerging Science and Technology fields.

As a central university, Act of Parliament is a pioneer in the North East in teaching foreign languages, including Chinese, with highly qualified faculty.

This Chinese language course will improve in-house Mandarin proficiency and enable army personnel to engage with Chinese military personnel as needed.

According to Guwahati-based Defence PRO, improved Chinese language skills will allow army personnel to communicate their points more effectively.

"This Chinese language course will improve in-house Mandarin expertise and empower army personnel to engage with Chinese Military personnel as and when the situation demands," said Lt. Col. Mahender Rawat, PRO-Defense (Guwahati) in a statement.

"With improved Chinese language skills, army personnel will be better empowered to convey their points in a much more cogent manner," he added.

The course, according to the army, will also aid in the better exchange of viewpoints and understanding of the Chinese People's Liberation Army's (PLA) version of their activities during various interactions such as commander Level talks, flag meetings, joint exercises, and border personnel meetings.
