UGC Implements Equivalence for Foreign Degrees; Limits Online, Distance, and Franchise Agreement Qualifications

The University Grants Commission (UGC) has introduced guidelines to determine equivalence and recognition for foreign university degrees. These guidelines emphasize in-person education and limit the acceptance of online or franchise-based degrees. They also establish criteria for acknowledging qualifications from foreign board-affiliated schools and offshore campuses.
These guidelines coincide with foreign universities setting up campuses in India's GIFT city and Indian universities forming partnerships for joint degrees.
The draft by the UGC, "Recognition and Grant of Equivalence to Qualifications Obtained from Foreign Educational Institutions) Regulations, 2023," covers appropriate curricula, partnerships with foreign universities, and credit recognition. Recognition and equivalence depend on recognition in the institution's home country and a program completed through in-person instruction. Entrance requirements should align with those in India.
A committee will assess entry requirement similarity, considering program duration, credit criteria, and evaluation methods. Courses will be categorized for credit comparison. The UGC will assess minimum credit requirements in cases of varying program durations.
An online portal will receive equivalence applications, certifying parity between foreign and Indian qualifications. The UGC will now grant equivalence to foreign degrees, taking over from the AIU. Offshore campus qualifications under joint programs will be recognized if they meet accreditation standards. Franchise-based qualifications won't be recognized.
For school-level foreign qualifications, recognition requires a regular mode of education and adherence to specific conditions.
Stakeholder input on the draft guidelines is welcomed until September 16th.
