UGC Simplifies the Distance Learning Guidelines for International Students with Expired Passports
Before, international students had to mandatorily produce their passports for identification to register themselves with any Indian university. The UGC has amended the Open and Distance Learning Programmes and Online Programme guidelines. This amendment opens the gateway for international students to enroll at Indian universities easily and allows those with expired passports to enroll at Indian universities via the Ministry of External Affairs (MEA).

The UGC University Grants Commission has amended the Open and Distance Learning Programmes and Online Programme guidelines. This amendment opens the gateway for international students to enroll at Indian universities easily and allows those with expired passports to enroll at Indian universities via the Ministry of External Affairs (MEA).



Before, international students had to mandatorily produce their passports for identification to register themselves with any Indian university. Many applications were not accepted due to either non-submission of a passport or submission of an expired passport.



Nevertheless, this modification will only apply to those international students who register on the e-VidyaBharati Portal and are admitted through MEA (Ministry of External Affairs). Such students will be exempted from the obligatory condition of a passport and can produce any national Identity with a picture of their country for enrolment purposes.



The e-VidyaBharati project is an initiative of the Ministry of External Affairs to propose tele-education services to African countries. Also, these services being offered are free of cost. The Ministry of External Affairs is providing scholarships to African students under the e-VidyaBharati (tele-education) project. The project aims to deliver at least 15,000 scholarships to African students over five years.



UGC Chairman Professor M Jagadesh Kumar talked about the amendment and stated that the Second Amendment Regulation, 2022, changes the mandatory identifier- passport for international students to any national Identity with a picture of the country of residence for the admissions via MEA in UGC authorized or entitled Online Programmes.
