In a development aimed at transforming the educational landscape of Chhattisgarh, the World Bank has given its seal of approval to a project by granting a substantial USD 300 million loan. This financial support aims to enhance education within government-run schools across the state, benefiting approximately 4 million students from impoverished and vulnerable communities.



About 86 percent of schools in Chhattisgarh are administered by the government, making this initiative of utmost importance in uplifting the educational infrastructure and overall quality of learning. Although elementary school enrollment currently stands at an impressive 95 percent, a worrisome disparity emerges at the senior secondary level, where enrollment dips to a mere 57.6 percent. Additionally, the data reveals a concerning gender gap, with boys' enrollment lagging behind girls' enrollment by 10.8 percent.



Multiple factors contribute to this imbalance, including science and commerce education options in numerous senior secondary schools, a scarcity of trained teachers in science and mathematics, and a lack of essential infrastructure like laboratories and facilities. The Chhattisgarh Accelerated Learning for a Knowledge Economy Operation (CHALK) has been devised to address these challenges comprehensively, improve access to education across all grade levels and cater to the growing demand for science and commerce studies at the senior secondary level.



Under the CHALK project, approximately 600 model composite schools will be established, spanning from Grades 1 to 12. These institutions will offer specialized science and commerce streams at the senior secondary level to provide students with a holistic and enriching learning experience. The project emphasizes the importance of trained teachers, effective school leadership, and well-equipped infrastructure facilities conducive to effective learning.



Recognizing the challenges confronted by schools in remote areas, the project goes a step further by addressing the need for residential facilities for male students and teachers, thereby fostering an environment of continuous learning and growth.



Furthermore, the World Bank loan includes provisions for climate-proofing school infrastructure by adopting environmentally sustainable construction practices.



It is important to note that the USD 300 million loans from the International Bank for Reconstruction and Development (IBRD), utilize the innovative Program-for-Results (PforR) financing instrument. This approach ensures that the disbursement of funds is directly linked to the achievement of specific program results, reinforcing accountability and driving tangible progress.
