From April 1, 2023 Centre to Enforce ‘One Nation One Subscription’ for Open Access to Research
From April 1, 2023, the central government will enforce the ‘One Nation One Subscription’ initiative for worldwide access to researchers. The first stage of ONOS will comprise resources from 70 publishers.

From April 1, 2023, the central government will enforce the ‘One Nation One Subscription’ initiative for worldwide access to researchers. The first stage of ONOS will comprise resources from 70 publishers.



A statement from the Ministry of Education said that on the basis of the recommendation of the (PEC) Planning and Execution Committee of ONOS, the core committee is assuming 70 publishers’ resources under the first stage of ONOS from April 1, 2023- onward.



The initiative is being executed for all government, R&D, and government-funded academic institutions, research labs from the




  • ICAR- Indian Council of Agricultural Research

  • ICMR- Indian Council of Medical Research

  • DST- Department of Science and Technology

  • CSIR- Council of Scientific and Industrial Research'

  • DBT- Department of Biotechnology

  • DRDO- Defense Research and Development Organisation

  • DAE- Department of Atomic Energy

  • ISRO- Indian Space Research Organisation

  • MEITY- Ministry of Electronics and Information Technology

  • MoES- Ministry of Earth Sciences and other ministry or department-funded institutions.



In a letter to directors of Centrally Funded Technical Institutes and vice-chancellors of central universities, K Sanjay Murthy, the higher education secretary, asked for their help towards the initiative by assuring the renewals of e-resources from the list of publishers are in sync with ONOS activities. He reported that the (CNC) Cost Negotiation Committee would begin the negotiation with the publishers soon and therefore urged to put the renewals on holdup till negotiations are underway. The secretary also informed that updates on ONOS activities, including negotiations will be offered on or before December 15.



The statement by the ministry read, as you may be aware- that (ONOS) One Nation One Subscription, a step forward by the Office of Scientific Adviser to the government of India- aims to deliver countrywide access to national, international scientific, and academic content. The ONOS plans to sign national licenses with most of the renowned STEM publishers & database producers of the world whose contents are already being subscribed by diverse higher education institutions and research organisations either straight or via government-funded consortia.



It further said this initiative is expected to help all research and educational institutions, including colleges, universities, research organisations, and every citizen of the country.
