The landscape of medical education in India is witnessing a significant evolution as the National Medical Commission (NMC) introduces an impactful initiative: post-doctoral fellowship courses within medical colleges. This pioneering step aims to revolutionize the research ecosystem and enhance the clinical expertise of medical professionals nationwide.

Previously, individual medical institutions had the authority to develop and approve such specialized courses. However, the recent notification of the "Post-Graduate Medical Education Regulations, 2023" by the National Medical Commission has standardized this process. Once a medical college obtains permission to commence a post-graduate course or seats, it will gain official recognition under these regulations.

These newly implemented regulations supersede the previous Postgraduate Medical Education (Amendment) Regulations, 2018. While the NEET-PG examination will persist until the National Exit Test (NExT) is introduced for postgraduate admissions, these new rules focus on reshaping the educational paradigm for future medical practitioners.

Crucially, the regulations emphasize that post-graduate students must serve as full-time resident doctors while ensuring reasonable work hours and adequate daily rest. Furthermore, they are entitled to a minimum of 20 days of casual leave annually, coupled with five days of academic leave per year.

Moreover, these regulations incorporate a penalty clause to ensure adherence. Ranging from financial penalties to a reduction in admission capacity or even a complete cessation of admissions, this clause is designed to ensure effective implementation of the new regulations across medical institutions throughout the country.
